On 1 October 2024, Andrew took up the position as Director General of EIB Global, overseeing the EIB’s investment and advisory activities outside of the European Union. Reporting to EIB President Nadia Calviño, Andrew manages a team of professionals in Luxembourg and across numerous offices around the world, supporting climate-related and other projects aligned with EU policy objectives in partner countries.

Prior to rejoining the EIB, Andrew was a partner in Strategy&, PwC's global strategy consulting business (2020-2024) and previously served as EIB Vice-President (2016-2020) and Economic Advisor and Programme Manager to the Prime Minister of Ireland (2011-2016).

An economist by training, Andrew has 25 years of experience working with national and international institutions in economic and financial policymaking.
